The fluid-pressure device is a device for expanding and contracting a mandrel. The pressure detection device detects a pressure of a hydraulic fluid in the fluid-pressure device. The pressure calculation mechanism calculates a tightening pressure acting on the mandrel, based on the pressure detected by the pressure detection device. The controller controls the fluid-pressure device. Also, the controller performs position control until the number of turns of a strip reaches a value. The controller performs constant-pressure control after the number of turns of the strip reaches the value.

The actuator also includes an annular piston, which can be inserted into and can slide within the cavity of the second annular cylinder.
