The lotion may also have a surfactant, pH buffering system, and a pH of about 3.5 to about 5.

When the water-soluble core substrate is contacted with water having a temperature greater than 10° C. for a period of time, the core substrate is dispersible or soluble according to Testing Method MSTM-205 to release the first active cleansing formulation and/or the second active cleansing formulation.
