Such conduit pipe has good insulating behavior, good environmental balance, and is easily producible.

A pad-side skin layer (27a) having a density higher than that of a bulk layer (26) is provided on the liner layer (22), on a side of the pad (15). The core is fusible at a high temperature or infusible, and a sheath fusible at a lower temperature, the flakes being fused with the sheath to form an upper agglomerated layer.
