The spindle is an elongate cylinder having inner and outer bearing surfaces and a threaded portion at one end. The seal ring is a short annular or tubular component having a circular opening sized to achieve an interference fit on a portion of the spindle adjacent the inner bearing surface. The interfering surfaces of the spindle and the seal ring are complementarily dimensioned and tapered so that the surfaces contact when the spindle is properly positioned in the seal ring. Adjacent the end of the spindle opposite the bearing surfaces and threads is an end region with features such as openings or a channel which receive complementary fasteners such as plugs, short bolts or a through bolt.

The base metal portion has the chemical composition described in the description. In a region having the Vickers hardness of 480 HV or more in the center parallel portion hardened layer, a dislocation density p obtained based on a CoKα characteristic X-ray diffraction result is 2.5×10.sup.16 m.sup.−2 or less, a half-value width B of the (211) diffraction plane is 1.34 degrees or less, and the dislocation density p and the half-value width B of the (211) plane obtained by X-ray diffraction satisfy Formula (1).

The rod member includes a toothed member having a plurality of rows of first teeth arranged spacedly thereon. The arm member has a plurality of rows of second teeth arranged spacedly on its inner peripheral surface. The arm member is sleeved on the toothed member and is axially slidable. The restriction member is disposed on the rod member. The pushing means is arranged between the rod member and the arm member to make the rows of first teeth and the rows of second teeth being engaged normally. When the arm member is moved axially to a rotation position, the rows of first teeth and the rows of second teeth are staggered and aligned alternately so that the arm member is rotatable relative to the rod member.

A vehicle weight sensing system particularly useful for trailers. An axle tube is mounted to the vehicle or trailer through its suspension members that may be leaf springs. A mounting block is affixed to the axle tube for mounting a strain gauge. The mounting block is fixed to the axle tube between the suspension members connected to the axle tube. The mounting block has a mounting surface opposite to the mating surface and a notch extends from the mating surface toward the mounting surface. The notch terminates between the mating surface and the mounting surface. The notch separates rigidified sections of the mounting block and the rigidified sections straddle the notch. The stain gauge measures strain in the axle and thereby generates a signal proportional to the weight on the trailer. The signal can be used to properly proportion a brake system on the trailer.
