A system includes an actuator that produces heat or cold onboard an electric vehicle and a controller that generates an operating command to control the actuator to deliver a first average power over a predetermined time period based on one or more climatic conditions and based on a vehicle energy parameter. The vehicle energy parameter indicates whether (a) the electric vehicle or another electric vehicle is consuming electric energy or (b) the electric vehicle or another electric vehicle is producing the electric energy. The controller generates the operating command such that the first average power delivered by the actuator during the predetermined time period has substantially the same value as a second average power delivered by the actuator when the controller generates the operating command based only on the one or more climatic conditions.

When regenerative braking is performed by the electric motor when a state of charge of the electrical storage device is a predetermined value or more, the controller raises a temperature of the thermal medium liquid using the temperature raising device and switches connection and shutting between the air conditioning hot liquid circuit and the heat source cooling circuit according to a temperature of the thermal medium liquid in the air conditioning hot liquid circuit and the heat source cooling circuit.

A heater is integrated into the blower to heat the cab of the vehicle thereby inhibiting the formation of frost on the vehicle's windows. A heater battery is coupled to the vehicle and the heater battery is independent from an ignition battery of the vehicle. Each of the blower and the heater is in electrical communication with the heater battery. A solar panel is coupled to an exterior of the vehicle for charging the heater battery when the vehicle is not running.
