The fuel cell (3) has two non-generating modes including an idling mode and a halt mode, the fuel cell (3) suspending generation of power while being supplied with fuel in the idling mode, the fuel cell (3) stopping generation of power without fuel supply in the halt mode. The power controlling apparatus further includes a remainder estimator (11) to calculate the remaining number of starts representing the remaining number of available starts of the fuel cell (3), and a controller (16) to control the fuel cell (3) to be one of the two non-generating modes during a non-charging mode of the secondary battery (2), based on the remaining number of starts calculated by the remainder estimator (11).

The system includes a control system in which the hydraulic controller transmits a motor torque command value to the motor controller through the first communication device; the vehicle controller transmits the driver's demand torque command value to the motor controller through the second communication device; and the motor controller selects either one of the received motor torque command value and the received driver's demand torque command value as the command value.

A network of collection, charging and distribution machines collect, charge and distribute portable electrical energy storage devices (e.g., batteries, supercapacitors or ultracapacitors). Locations of collection, charging and distribution machines having available charged portable electrical energy storage devices are communicated to or acquired by a mobile device of a user, or displayed on a collection, charging and distribution machine. The locations are indicated on a graphical user interface on a map on a user's mobile device relative to the user's current location. The user may use their mobile device select particular locations on the map to reserve an available portable electrical energy storage device. The system nay also warn the user that the user is near an edge of the pre-determined area having portable electrical energy storage device collection, charging and distribution machines. Reservations may also be made automatically based on information regarding a potential route of a user.

Operation for performing diagnostics, such as vehicle diagnostics including short circuit and low impedance diagnostics during a high-voltage (HV) battery pre-charging a power-net of the vehicle and including insulation resistance monitoring diagnostics for measuring an insulation resistance between the power-net and another power-net, with reduced processing time includes measuring a physical parameter (voltage or current signal) as the parameter is being generated by a device-under-test to which the diagnostic process pertains. The diagnostic process requires a stable value of the parameter. The parameter variates while being generated during a beginning time and is stable while being generated during an ending time. While the parameter is being generated during the beginning time, a stable value of the parameter which the parameter will have during the ending time is predicted. The stable value of the parameter is predicted based on variation of measured values of the parameter during the beginning time.

Secondary battery control unit

A secondary battery control unit has a calculating portion identifying a parameter of an equivalent circuit based on an estimation error that is obtained by a comparison between an actual output value of a secondary battery and an equivalent output value of the equivalent circuit. Based on a predetermined amount of an infinitesimal change in the parameter and an evaluation function that is obtained using a result of the comparison, the calculating portion numerically calculates a slope of the evaluation function and renews the parameter based on the slope. As a result, the secondary battery control unit has the calculating portion capable of identifying the parameter of the equivalent circuit while reflecting effects of deterioration of the secondary battery and capable of being integrated to a vehicle-mounted microcomputer.
