The support sits on or is mounted across an upper part of an open top railway wagon or open top truck or truck trailer used for transporting bulk commodities (such as coal or iron ore). The apparatus is movable between an expanded configuration in which the container is expandable into a lower part of the open top railway wagon or open top truck or truck trailer used for transporting bulk commodities, and a collapsed configuration in which the container is collapsible to the support. In use, a railway wagon is filled with coal or other bulk commodities and the apparatus is placed on top of the railway wagon in the collapsed configuration. At the port, the coal is emptied from the railway wagon and the container of the apparatus is filled with fuel. The support supports the apparatus on the railway wagon and the container extends into the railway wagon. The fuel may then be transported back to the mine, where the apparatus is removed from the railway wagon and the container decanted. The railway wagon is again filled with coal or other bulk commodities and the apparatus is placed on top of the railway wagon in the collapsed configuration and the cycle continues to meet the fuel requirements of the relevant mine.

The computerized transport control system manages movement of transport vehicles, exchanges at podports, and charging at charging stations along the defined route, and terminates the journey at the second location where the cargo disembarks.

An electronic trigger rotary latch includes a trigger cutout, a controller in electrical communication with a plug receiver. Springs are engaged to the latch and trigger pawls. A gear motor having an actuator engages a surface of the trigger pawl. A handle includes a striker bolt and an electrical plug. In an unlatched configuration the striker bolt is separated from the latch pawl, an electrical circuit is open, the latch pawl spring has reduced compression, the trigger pawl spring has increased compression, and the trigger tip is engaged to a latch tab. The actuator has moved the lower leg in the trigger cutout. In the latched configuration, the striker bolt is held by the latch pawl, an electrical circuit is closed, the trigger tip is engaged to the latch shoulder, and the trigger leg has been moved in the trigger cutout in an opposite direction.

The locking system may comprise a drive link and a locking link and be configured to lock the guide/restraint head in a raised state.
