For each channel of the plurality of channels, the method further includes: evaluating the channel based on one or more of a plurality of criteria for the network element; scoring the channel based on the evaluation of the channel for the network element; and ranking the plurality of candidate channels based on the assigned scores for each of the plurality of channels. The CPU transmits, to a notification device having the highest priority, a command to execute a highest priority notification indicating the highest priority of the notification device.
