The method includes determining QoS requirement for each of the active user application sessions (UASs) based on user entitlements for relevant services associated with the active UASs, assessing the active UASs to determine instantaneous QoS level for each of the active UASs, and identifying impacted user equipment (UE) based on an overall QoS level for a set of active UAS, from among the active UASs, running on the impacted UE. The overall QoS level may be based on the instantaneous QoS level and the QoS requirement for each UAS in the set of active UAS. The method further includes managing a handover decision for the impacted UE based on a need for a handover of the impacted UE and a feasibility of the handover of the impacted UE.

The count of device users at the similar AOI is extracted from third party data for the similar AOI. The system accesses a count of a number of reported device users at the target AOI, and generates an estimate of the vehicle count for the target AOI using the count of the number of reported device users at the target AOI and a combination of the plurality of ratio values for similar AOIs.

A dual-mode subscriber unit preferably obtains LMR coverage map data to predict the entry point and remaining duration for when the subscriber unit will operate in the backup LTE system. The subscriber unit falls back to the LTE system when the subscriber unit is out of the coverage area of the LMR system. Because the subscriber unit set the connected state prior to using the LTE network and continuously optimizes RRC mode parameters, audio truncation and call delay are greatly reduced without draining the battery of the subscriber unit.

A controller is configured to establish a wireless streaming session between one or more access points and one or more client devices. A self-learning algorithm is executed to collect usage data of the client device and store the usage to create a usage history profile for the client device. The controller provides instruction to steer the client device to one of the access points based on the usage history profile of the client. Preferably, the content streaming apparatus is a home network controller. From the software/client end a steering app is downloadable to the client device for executing software associated with the self-learning algorithm.
