A hand cart for dispensing wire is provided. The hand cart comprises a cart body extending vertically between a bottom portion and a top portion, and a plurality of wheels connected to the bottom portion of the cart body. The hand cart may support multiple racks, each rack having bins to house wire containers. The racks may have a dispensing cone for directing wire as it is pulled out of the wire containers. The cart is equipped with a brake assembly connected to the bottom portion of the cart body, the brake assembly having an engaged configuration in which the assembly extends to a surface on which the wheels rest and engages the surface to prevent the hand cart from changing location, but allowing it to be pivoted about the brake assembly.

A wheel structure that makes braking easy and prevents sudden stops, and a pushcart having the wheel structure are provided. The wheel structure includes a rotor that is rotatable about an axle and is stopped from rotating by a brake member, a wheel that is coaxial with the rotor and is rotatable about the rotor, and a relative-rotation resisting member that is disposed between the rotor and wheel and produces resistance force resisting the relative rotation of the rotor and wheel.

Collapsible reusable watertight carrying cases are provided in sizes varying from small containers without wheels to large sealable container bins on wheels, to provide large quantities of water or other supplies and cargo. The cases are assembled or disassembled from a joined flat space-saving configuration to a functioning case and vice-versa. The sides of the cases are erected progressively by hand by interlocking self sealing reciprocating channel and channel engaging members elements at the corners. The panels also disassemble progressively by being manually pulled apart. Optional foldable locking latches provide stability and aesthetics to the carrying case. When folded into a flat storage or shipping configuration, the panels stay together, resisting unfolding by virtue of snaps which are either molded into the panels or bonded to them.
