Launch and/or recovery for unmanned aircraft and/or other payloads, including via parachute-assist, and associated systems and methods are disclosed. A representative method for lofting a payload includes directing a lifting device upward, releasing a parachute from the lifting device, with the parachute carrying a pulley and having a flexible line passing around the pulley. The flexible line is connected between a tension device (e.g., a winch) and the payload. The method further includes activating the tension device to reel in the flexible line and accelerate the payload upwardly.

Aspects of the technology relate to an environmental sensor system that uses different types of detector units as part of an onboard lightning detection and evaluation system for a high altitude platform (HAP) operating in the stratosphere. These sensor suites may be employed with balloons and other high altitude platforms during operation in the stratosphere. Onboard data processing and analysis may be done either in real time or on stored data sets. The processing system can use the gathered sensor information to mitigate issues related to lightning-related transients. The information can also be used in route planning and real-time navigation of HAPs when hazardous conditions are detected. It can also be employed in a back-end control system for long-term route planning and fleet management.

High voltage transmission lines electrically connect the platform to the earth's surface. Electrical energy from the high voltage transmission lines or from photovoltaic arrays on the platform can be stored as gravitational potential energy and subsequently released as electricity from generators driven from the stored gravitational potential energy and used on the platform or transmitted via the high voltage transmission lines.
