To access the inner package, force must be applied to the inner package through an access hole in the outer sleeve. To further safeguard the contents of the inner package, the frictional fit may be enhanced by application of a coating to portions of the inner packaging and outer sleeve, and the inner package may be made shorter than the outer sleeve.
