A brochure is made by folding a single sheet of paper along a plurality of parallel longitudinal fold lines to make an interim piece. The interim piece is conveyed in the direction of the longitudinal fold lines, and folded in a right-angle direction transverse to the first direction, along transverse fold lines perpendicular to the longitudinal fold lines. A pouch is placed inside of the interim piece without adhesive, as the interim piece is folded, and the interim piece is sealed to complete the brochure. The pouch is preferably placed over one of the transverse fold lines. A label can be applied to the brochure if desired.

The second sheet conveyance passage branches off from a branch portion on the first sheet conveyance passage. The merging portion is located downstream of the branch portion on the first sheet conveyance passage, and there a folding conveyance passage of the sheet folding portion merges with the first sheet conveyance passage. When performing a folding process on a sheet, a controller guides the sheet conveyed from a sheet introduction port into the first sheet conveyance passage via the branch portion to the second sheet conveyance passage, then reverses the conveyance direction to guide the sheet to the sheet folding portion to perform the folding process, and passes the sheet through the folding conveyance passage, merges the sheet into the first sheet conveyance passage at the merging portion.

The circuitry is configured to (1) cause the first conveyor and the second conveyor to convey the sheet nipping the sheet to warp the sheet between the first conveyor and the second conveyor, (2) guide the warped sheet to form a first fold on the sheet by the folder and circulate the sheet to the first conveyance passage, (3) cause the first conveyor and the second conveyor to convey the sheet while nipping the sheet again to warp the sheet between the first conveyor and the second conveyor, (4) guide the warped sheet to form a second fold on the sheet by the folder, and (5) cause the second conveyor to convey the sheet with the first fold and the second fold.

The circuitry performs first-speed folding when the sheet is equal to or smaller than the reference length and performs second-speed folding when the sheet is longer than the reference length.
