The pulley device comprises first and second pulleys each provided with a set of sheaves. The two pulleys are designed to be respectively fixed to a fixed point and to a person to be rescued. A rope is fixed to one of the two pulleys and arranged in such a way that the first pulley moves towards the second pulley when a pull is exerted on the rope. An enclosure connects the first pulley to the second pulley and surrounds the path of the rope between the two pulleys. One end of the rope extends outwards from the enclosure to enable a pull to be exerted on the end of the rope.

A pulley block that includes a first side plate, a second side plate and an axle received in the first side plate and the second side plate. The axle is fixed with the first side plate and in a floating relationship with the second side plate such that the second side plate is retained on the axle and capable of rotating around the axle. The axle defines a central opening configured for receiving a soft shackle and a pulley supported on the axle between the first side plate and the second side plate in a longitudinal direction of the axle. A device, system and method are used for hoisting and lowering a load. The device has a front plate that may be displaced to reveal a sheave. The device also has a friction accessory. The friction accessory is arranged to create friction between a rope and the device when a load is suspended from the device using the rope and where the device is secured to a support structure. The system may be prepared by an operator, having ascended to an elevated location, and further allows the operator to lower the load from the elevated location prior to descending.

A rescue device includes a pulley includes a support flange with two rotation shafts mounted salient and extending in a first direction. Two sheaves are mounted rotatable around two rotation shafts to define a running line of a cable. Two flanges are mounted rotatable between a first position and a second position. A first blocker is configured to present a first position blocking the first flange in the closed position and a second position allowing rotation of the first flange. A second blocker is configured to present a first position blocking the second flange in the closed position and a second position allowing rotation of the second flange. The second blocker is independent from the first blocker.
