Disclosed herein are devices for storing and transporting bags containing pet waste, and for storing and dispensing unused waste bags. An embodiment of the carrier includes a main compartment for storing filled bags of pet waste. The main compartment can be removably sealed by a lid, which when closed, contains the odor from the pet waste. The lid includes a compartment with a bag dispenser and a port for removing individual unused bags. The carrier is made of an odor resistant, crushable, and easy to clean material. The carrier includes a reversibly collapsible or extendible main compartment for ease of transport and storage. The main compartment may be fully collapsed for storage or fully or partially extended to contain waste bags.

A poop scooping system has a handle, a pole, connected to the handle at one end of the pole and a jaws device, connecting to the other end of the pole. The jaws can open and close. A bag dispenser, dispenses bags where the bags can be pulled around an outside surface of jaws. A processor controls the jaws opening and closing, when closed, heat seals the bag in two spaced locations to seal the bag with poop therein and also seals the bag at the front of the jaws.
