Sensors coupled to a first vehicle are used to measure sensor measurements. Based on the sensor measurements, the first vehicle identifies a risk to the first vehicle and/or to a second vehicle near the first vehicle, for example based on a distance between the first and second vehicle being unsafely low. The first vehicle generates an alert based on the risk and outputs the alert toward the second vehicle, for example visually through a screen and/or audibly using speakers, to warn an operator of the second vehicle about the risk.

The states determined by the state determiner include a first state in which an emergency situation is likely to occur and a second state in which the first state is likely to occur, and the alert controller controls a travel state of the vehicle in accordance with the states determined by the state determiner.

The method includes, in response to determining that the initial target satisfies an alert threshold, activating an initial alert for a defined time to inform the passenger of a hazard associated with the initial target and the passenger exiting the subject vehicle into a path of the initial target. The method includes extending the defined time responsive to the subsequent target satisfying the alert threshold and a timing threshold that defines a cool-down period between activating separate alerts.
