The new and distinct cultivar of Echinacea plant named ‘Frankly Scarlet’, with fragrant inflorescences on strong well-branched stems above dark green foliage. The large inflorescence cones have pronounced dark cones with effective colors ranging from yellowish-green to orangish-yellow.
