The storable lid enables the selective closure of the wheeled receptacle and can be easily stored away to prevent the storable lid from being blown off during harsh weather conditions. The base riser keeps the wheeled receptacle elevated above ground to prevent liquids from accumulating under the wheeled receptacle by enabling the flow of liquids under the wheeled receptacle. The handle assembly facilitates the maneuvering of the wheeled receptacle during transportation to the curbside when the wheeled receptacle is retaining garbage.
