A sleeve for winding a roving thereon includes an elongated sleeve body with opposite upper and lower end faces. A contact region is defined on the sleeve body to contact the roving and includes a paper layer. A capture structure is defined within the contact region and is configured to grip an end of the roving wound onto the sleeve body. The paper layer includes a surface structure of one or more of: a mechanically processed surface roughness section in the contact region; an additive in the contact region that increases surface roughness of the contact region; or a surface structure comprising overlapping individual paper layers forming the contact region.

A second cable can be deployed from a second spool and coupled to the end of the cable within the closure. The second spool can be mounted with the cable spool. A shuttle that carries the tether guide may be electronically cammed to follow variable pitch helical grooves of a winch drum as the tether guide traverses across the drum length.

A cord winding mechanism for a blind cord with a first end fixed to a window blind includes a base, a cord winder rotatably mounted to the base, a cord guiding assembly mounted to the base, and an elastic press member mounted to the base. The cord winder defines an annular slot to wind the blind cord layer by layer. The cord guiding assembly is abutted against an unwound portion of the blind cord between the cord winder and the window blind. A second end of the blind cord is fixed to an end of the cord winder in the slot. The press member is elastically abutted against a portion of the blind cord just separate from the cord winder.
