The pumping pipe includes a lower portion having a pumping port and an upper portion fixed to the rotary shaft, and is rotated in coordination with rotation of the rotary shaft to pump up water through the pumping port and centrifugally discharge the water. The pumping pipe generates, inside the pumping pipe, a whirlpool in the water in the reservoir by the rotation, and forms, at the center of the whirlpool, a void providing communication between the pumping port and the drain port.
