A plurality of grooves formed in the first end surface and a plurality of grooves formed in the second end surface accept the insertion of arcuate flexible metal elements that extend spirally outward from the surface of the cylindrical member. The arcuate flexible metal elements, when compressed form an arcuate flexible metal element ring that contacts the interior surface of the pipeline. The rotatable cleaning head assembly also includes a first end cap and a second end cap, both end caps physically coupled to the cylindrical body and a rotatable flexible shaft. The tool further includes spacer elements and compressible elements disposed about the rotatable flexible shaft.
