An instrument panel mounted on a vehicle and covering an airbag may include: a panel body including a first slit at a position opposing the airbag; a decorative sheet constituted of at least one of cloth and leather, the decorative sheet covering an area of the panel body including the first slit, and the decorative sheet including at least one second slit arranged along the first slit; and a fastener fastening the decorative sheet on the panel body. The fastener may include: a cover plate covering the at least one second slit; and at least one anchor extending from a back surface of the cover plate and passing through the first slit and the at least one second slit, the at least one anchor being fixed to the panel body.

When the base is cleaved by inflation pressure of an airbag, the cleavage groove serves as a starting point of the cleavage. The covering is formed by a ground fabric layer made of knitted fabric and a covering layer bonded the surface of the ground fabric layer. The ground fabric layer is formed of an original fabric in which the tensile strength in directions along its surface is anisotropic. The cleavage groove includes a first groove section, which is cleaved first. The covering is oriented with respect to the base such that the direction of the smallest tensile strength of the ground fabric layer matches with a direction perpendicular to the direction in which the first groove section extends.

The steering panel includes a panel of reinforcing material that overlies a portion of the fabric panel and is connected to the fabric panel. In a closed condition of the cover, the steering panel is fastened to the housing.

The weakened region may comprise a first tear seam comprising a first shape defined by a first line comprising at least one of regions of curvature and angled regions, and a second tear seam comprising a second shape defined by a second line comprising at least one of regions of curvature and angled regions. In some embodiments, the first shape may comprise, or at least substantially comprise, a reflected image of the second shape.
