A device for filling and packing smokable material into a smokable receptacle including a housing having two sections joined together to allow them to slide against one another. The upper tamping section has a tamper and is configured to attached to a storage chamber such that the material inside the storage chamber falls into the tamping section of the housing and then into the filling section of the housing. The upper section can then be moved up and down with relation to the filling section thereby causing a tamper positioned in the tamping section to push or pack smokable material into a wrapper situated in a cavity in the filling section of the housing. The housings can be separated and then joined again in a different orientation to allow the tamper to push the filled wrapper out of the filling section of the housing.

A one-at-a-time cigarette forming device, including a hollow truncated conical wrapper holder having a top end and a bottom end and a conically shaped hollow interior tapering from the top end to the bottom end. The top and bottom ends are open. An elongate plunger or tamper shaft having a tamper head on a lower end and sized to insert fully into the wrapper holder's hollow interior is coupled to a cap and stored inside the wrapper holder when not in use.

The top and bottom ends are open. A method of fabricating a finished smokable product comprising the steps of: obtaining a packaged smoking kit including a package having sides, top and bottom portions and a package interior; a smoking shell, the smoking shell being tapered and having a shell interior and filter tip located in the shell interior, the smoking shell having a shell stiffness, the filter tip having a filter tip stiffness that is greater than the shell stiffness, a reinforcing cone having a reinforcing interior, the reinforcing cone being tapered substantially the same as the smoking shell, the reinforcing cone being located in the shell interior and having a reinforcing stiffness that is greater than the shell stiffness, wherein the smoking shell interior is able to accommodate the reinforcing cone, and the reinforcing interior is able to accommodate the conical smoking shell; opening the top portion of the package and separating the smoking shell from the reinforcing cone, and then nesting the smoking shell in the reinforcing interior; and forming a finished smoking product by adding smokable filler material to the shell interior and compacting such added smokable filler.
