The counter sealing roller includes a plurality of cavities adapted to accommodate the plurality of blister pockets. The rotary sealing apparatus includes a cavity alignment unit disposed on the guide plate and adapted to align the plurality of blister pockets with the plurality of cavities. The cavity alignment unit is adapted to clamp the base foil on the guide plate to stretch the base foil to align the plurality of blister pockets with the plurality of cavities.
