The rate at which droplets of the cleaning liquid slide down on the surface to be cleaned is preferably 2.5 mm/s or less. A viscosity of the cleaning liquid at 25° C. is preferably 8 mPa.Math.s or greater. A surface tension of the cleaning liquid is preferably 50 mN/m or less.

The organic deliquescent agent is contained in an amount of at least 0.10% by mass and no greater than 30.00% by mass.
