Disclosed herein are graphene quantum dot tagged water source treatment compounds or polymers, and methods of making and using. Also described herein are tagged compositions including an industrial water source treatment compound or polymer combined with a graphene quantum dot tagged water source treatment compound or polymer. The tagged materials are tailored to fluoresce at wavelengths with minimized correspondence to the natural or “background” fluorescence of irradiated materials in industrial water sources, enabling quantification of the concentration of the water source treatment compound or polymer in situ by irradiation and fluorescence measurement of the water source containing the tagged water source treatment compound or polymer. The fluorescence measurement methods are similarly useful to quantify mixtures of tagged and untagged water source treatment compounds or polymers present in an industrial water source.

Methods of treating brackish water to produce potable water and methods of treating brackish water using systems of the invention are disclosed. The Donnan potential difference and osmotic water losses are lessened by controlling a source and a flowrate of a make-up feed water directed to concentration compartments of first and the second electrochemical separation stages of the systems.

In some examples, a charge neutral biocide is introduced into the feed stream at a first addition rate. The concentration of the charge neutral biocide in the permeate stream is measured to provide a measured concentration of the charge neutral biocide in the permeate stream. The addition rate of the charge neutral biocide can be adjusted based on the measured concentration of the charge neutral biocide in the permeate stream to introduce charge neutral biocide into the feed stream at a second addition rate different than the first addition rate.
