A helmet includes a shell having a head-protecting portion and two opposing cheek-protecting portions, the two cheek-protecting portions extending downward, integrally from left and right ends of the head-protecting portion, respectively, a protector having a jaw-protecting portion and a neck-protecting portion, the neck-protecting portion extending backward, integrally from a back end of the jaw-protecting portion, wherein a top edge of the neck-protecting portion of the protector connects to bottom edges of the cheek-protecting portions of the shell, and a foam liner disposed on an inner side of the shell and on an inner side of the protector to couple the shell and the protector together. The helmet further comprises a support disposed within the protector and enclosed by the foam liner.

A rider safety compliance system, may include a personal transport upon which a user can be transported, a physical lock mechanism securely mounted on the personal transport and mechanically adapted to lock and secure a helmet, and a processor adapted to release the helmet from the physical lock mechanism as a pre-determined action for allowing the user to activate the personal transport.

A system for adjustably and removably attaching a shroud to a helmet. The shroud for use with a helmet has a top shroud configured to attach to the helmet; an inner shroud configured to attach to the top shroud. The inner shroud has a band configured to tighten around a user's neck and an outer shroud configured to removably attach to the top shroud. The outer shroud is further configured to cover a user's shoulders. The shroud also has one or more removable attachments, wherein the top shroud attaches to the helmet via the one or more removable attachments.

The energy management liner is adjacent to the inner surface of the outer shell and includes at least two shoulder pads formed of a foamed energy management material. Each of the at least two shoulder pads is received into one of the at least two shoulder pad recesses on the respective left or right side of the helmet, each shoulder pad extending from inside of the outer shell to across at least a majority of a width of the lower edge of the outer shell.

A retention system may be attached to the liner body and configured to secure the liner to the wearer's head during use. The liner may be configured to provide substantially uniform impact protection throughout the interior region of the helmet.
