The cationic polymer comprises, relative to the molecular weight of the cationic polymer, 15% to 85% of a first component, which is an amine-containing (meth)acrylic-based component, and 15% to 85% of a second component, which is a vinyl-based component comprising a heterocycle or amide. A ratio of the mass in the composition of the cationic polymer to a total surface area in the composition of the powder is 0.1 g/m.sup.2 to 2500 g/m.sup.2.
