A reinforcing fabric is adhered to a surface of the belt body on a toothed side, with a reinforcing fabric adhesion coat interposed between the reinforcing fabric and the belt body. The reinforcing fabric adhesion coat is made of a rubber composition containing hydrogenated nitrile-butadiene rubber as a main ingredient of a rubber component.

An inventive charging roller (1) includes a roller body (2) which is formed of a crosslinked product of a rubber composition containing a rubber component including 30 to 70 parts by mass of GECO, 15 to 60 parts by mass of IR and not less than 1 part by mass of SBR and/or NBR based on 100 parts by mass of the overall rubber component and has an outer peripheral surface (5) finished in a finish-polished surface. A binder composition for a non-aqueous secondary battery porous membrane comprises: a polymer; and an organic solvent, wherein a boiling point of the organic solvent is 30 C. or more and 100 C. or less, and an absolute difference |SP.sub.diff|=|SP.sub.pSP.sub.s| between a solubility parameter SP.sub.p of the polymer and a solubility parameter SP.sub.s of the organic solvent is 1.5 or more and 6.0 or less.
