Proposed is a method of emulsifying fuel oil and a desulfurization agent. The method includes (a) a step of adding a desulfurization agent to fuel oil for line mixing thereof, (b) a step of generating droplets in the resulting mixture of step (a), (c) a step of causing the resulting mixture of step (b) to pass through a magnetic field so that the mixture can be magnetized, (d) a step of subjecting the resulting mixture of step (c) to vortex mixing, and (e) a step of causing collision of the resulting mixture of step (d). The method uses fuel oil as a continuous phase and a water-based desulfurization agent as a disperse phase and emulsifies the desulfurization agent in the fuel oil through water-in-oil (W/o) emulsification so that the desulfurization agent can be stably dispersed in the fuel oil. Since the fuel oil and the desulfurization agent are burned together during combustion, sulfur oxides that may occur during the combustion are removed, whereby sulfur oxide emissions are reduced.

Thus, a higher amount of the municipal solid waste can actually be used to manufacture solid recovered fuel pellets. The pelletizing facility (100) as well as the method according to the invention can be used in particular to manufacture solid recovered fuel pellets that can be used in the production of hydrogen and/or carbon dioxide enriched syngas by a torrefaction of the solid recovered fuel pellets with a subsequent gas treatment.

Naturally separated ions are expelled through the axial output pipes. The proposed apparatus for ion separation provides inexpensive means for producing massive volumes of hydrogen and oxygen gases. Use of hydrogen fuel can reduce consumption of carbon fuels, easing the global problem of rising temperature due to emission of CO.sub.2 gases.

The structurally altered gas molecules have a higher probability of attraction of electrons into areas adjunct to the structurally altered gas molecules than molecules of the water. The method further includes infusing the structurally altered gas molecules into a fuel to modify properties of the fuel, thereby increasing fuel burning efficiency.
