A method and system for treating contaminated water are described. The method comprises receiving, in a first chamber, contaminated water with injection of a modifier; in a first chamber, treating the contaminated water with at least one of air or oxygen and simultaneously treating the contaminated water with ultraviolet radiation; in a second chamber, receiving fluid from the first chamber and treating the received fluid with at least one of oxygen or ozone; in a third chamber, receiving fluid from the second chamber and treating the received fluid with ultraviolet radiation; and discharging water from the third chamber using a discharge pump.

The method reduces or eliminates total dissolved solids (TDS), total suspended solids (TSS), Biologic Oxygen Demand (BOD), microbial concentration, biofilms and other content in the liquid target material known or suspected to contain animal fluids, blood and blood cells and suspected or known to contain eukaryotic cells, microbial cells, bacteria, viruses, spores, fungi, prions, organic matter, minerals, proteins or associated structures. The BOD, TDS and TSS can be lowered or eliminated as desired. This action is directly proportional to the quantity of EMODs in the AOS applied to the liquid target material.

The method includes: transferring the fly ash and COPR to the yard; laying an impervious layer inside the yard; laying a diversion material at a bottom of the yard; laying a mixture layer on the diversion material, where the mixture layer contains a biogas residue, a waste carbon source, ferrous sulfate, a nutritional additive, the waste incineration fly ash and COPR; placing an internal-electrolysis ceramsite layer on the mixture layer; injecting a carbon source solution from an upper portion of the yard and collecting a leachate to a collection device through the diversion material irregularly during the operation; and recirculating the leachate to a top of the yard for spray reinjection.
