A method of fabricating an additive for liquid fuel includes creating a carbon based material using a plasma in an environment including at least one hydrocarbon gas and/or at least one liquid containing hydrocarbons, organometallic metal-complex, and/or element-organic compounds, evaporating organic material from the carbon-based material, nitrating the carbon-based material, and extracting carbon nano-onions from the nitrated carbon-based material.

Heavy marine fuel compositions
A process for reducing the environmental contaminants in a ISO8217 compliant Feedstock Heavy Marine Fuel Oil, the process involving: mixing a quantity of the Feedstock Heavy Marine Fuel Oil with a quantity of Activating Gas mixture to give a feedstock mixture; contacting the feedstock mixture with one or more catalysts to form a Process Mixture from the feedstock mixture; separating the Product Heavy Marine Fuel Oil liquid components of the Process Mixture from the gaseous components and by-product hydrocarbon components of the Process Mixture and, discharging the Product Heavy Marine Fuel Oil. The Product Heavy Marine Fuel Oil is compliant with ISO 8217 for residual marine fuel oils and the Environmental Contaminants, which are selected from the group consisting of: a sulfur; vanadium, nickel, iron, aluminum and silicon and combinations thereof, have concentration less than 0.5 wt %. The Product Heavy Marine Fuel Oil can be used as or as a blending stock for an ISO 8217 compliant, IMO MARPOL Annex VI (revised) compliant low sulfur or ultralow sulfur heavy marine fuel oil.

FUEL ADDITIVES FOR STORAGE AND RAPID GENERATION OF HYDROGEN
Described herein are compositions and methods for the chemical storage and release of hydrogen gas. The described compositions may be useful as fuel additives for hydrogen consuming applications, including aviation. The provided compositions are flexible and can be tailored to be lightweight, have high energy capacity, have various methods of activation and rapidly release the stored hydrogen.
TERAHERTZ MATERIAL FOR EMISSION REDUCTION AND FUEL SAVING OF GASOLINE VEHICLE AND PREPARATION METHOD THEREFOR AND APPLICATION THEREOF
A terahertz material for emission reduction and fuel saving of gasoline vehicles and its preparation method and application, includes the following raw materials in parts by weight: 20˜35 SiO.sub.x, 3˜15 Al.sub.2O.sub.3, 25˜45 SiO.sub.2, 15˜25 Fe.sub.2O.sub.3, 20˜40 ochre, 0.5˜2 barium tungstate, 15˜25 CaCO.sub.3, wherein a preparation methodincludes: mixing the component raw materials according to the above ratio; after crushing, performing heating to 600˜1,200° C. in an oxygen-free environment, maintaining the temperature for 3˜8 hours, and then performing crushing for the second time; and performing enhancement processing with terahertz irradiation rays at 10 mW to 100 W for 5 seconds to 1 hour to obtain a terahertz material, wherein the terahertz material improves combustion efficiency by increasing the molecular activity of gasoline and air participating in combustion work and reducing molecular groups, and has the effects of emission reduction, energy saving and improving power.
Fuel including poly-oxygenated aluminum hydroxide
A composition including poly-oxygenated metal hydroxide material that comprises a clathrate containing oxygen gas (O.sub.2) molecules free of chlorine and a fuel, The poly-oxygenated metal hydroxide material, such as OX66™ material, is added to a fuel, such as, but not limited to, fuels such as petrol, alcohol and diesel, which are combustible in engines to create significantly increased horsepower and torque. The OX66™ material is added to fuel in different ratios to generate improved performance. The different ratios are based on several Tractors including the type and design of the engine, the type of fuel, and environmental parameters.
