A dual lip product applicator having a cosmetic bullet insert. The device including a body member having a top region and a bottom region attachably connected to one another forming the body member. The top region includes a handle member having a cap at its proximate end for opening and closing a tip region of the handle member and having a lip applicator structure attached to its distal end. The cosmetic bullet insert is fixedly attached to an extraction mechanism for moving the cosmetic bullet insert up and down the internal cavity. The bottom region of the body member operates as a handle for the top region when applying the cosmetic bullet insert to a user's lips.
