The offset printing unit prints a ground tint pattern on a transported paper sheet. The inspection camera unit is arranged upstream of the offset printing unit in the direction in which the paper sheet is transported, and captures an image of the paper sheet. The sheet quality determination unit determines the quality of the paper sheet based on image data output from the inspection camera unit.
