The ParaDice Process System is the interconnection of a renewable power source to power an ocean water electrolysis apparatus comprising a water container, an electrolysis cell, optionally a precious metal harvesting probe, a filtration system, and a settlement pond wherein the hydrogen generated as a result of electrolysis is supplied to either a hydrogen combustion engine or hydrogen turbine to power an electricity generator thereby creating a renewable zero carbon emission electric power generation system. The hydrogen gas is collected by a chlorine scrubber and transferred to either a hydrogen combustion engine or a hydrogen turbine. Where a hydrogen turbine is embodied the waste heat created therein is used to generate electricity and increase the performance of the filtration system and settlement pond.

The particles in the flow of water are mixed in at least one nozzle (45) of a vortexing device.

A liquid treatment device includes an electron emitting element, a first power supply, and a second power supply. The electron emitting element including a first electrode which is disposed facing water. The first power supply discharges electrons from the first electrode by applying a drive voltage to the electron emitting element. The second power supply applies a collection voltage between the first electrode and the water. The liquid treatment device preferably controls a substance added to the water by controlling the drive voltage.

The cultivation pond for storing the cultivation water has a recirculation inlet and recirculation outlet. The water circulation unit is in fluid communication with the cultivation pond to allow the cultivation water in the cultivation pond to circulate through the water circulation unit. The water quality detector is used to detect the quality of the water to obtain water quality information. The water processing module includes an electrolytic gas generator and a control unit to improve the quality of water. The control unit receives the water quality information and adjusts the applied voltage on the electrolytic gas generator according to the water quality information to control the gas species and a ratio of the gases generated by the electrolytic gas generator.
