Abstract
A new and distinct cultivar of Bouvardia plant named ‘WINBUESLST’ is disclosed, characterized by self-cleaning, bright red-orange flowers. Plants are globose in form, compact and dwarf. Plants have a re-blooming habit. The new variety is a Bouvardia, typically produced as an ornamental plant.

DETAILED BOTANICAL DESCRIPTION
(4) In the following description, color references are made to The Royal Horticultural Society Colour Chart 2015, except where general terms of ordinary dictionary significance are used. The following observations and measurements describe a ‘WINBUESLST’ plant. This plant was grown in a poly-greenhouse in a 3 gallon container, in Grand Haven, Mich. The plant described is approximately 2-3 years old. Temperatures ranged from 5-10° C. at night and 18° C. to 27° C. during the day. No artificial light, photoperiodic treatments were given to the plants. Measurements and numerical values represent averages of typical plant types. Botanical classification: Bouvardia hybrida ‘WINBUESLST’.

(5) Time to initiate roots: About 7 days at approximately 18° C. to 27° C. Time to produce a rooted plant: About 5 weeks. Root description: Sparse to moderate density of freely branching, thing roots. Tan in color, not effectively measured with a color chart.
