An embodiment of the present disclosure may provide an inter-MeNB handover method in a small cell system, including: making, by a source MeNB and/or target MeNB, a determination as to whether to maintain a SeNB when handover is performed; and triggering different handover processes according to a result of the determination as to whether to maintain the SeNB. Another embodiment of the present disclosure may further provide an inter-MeNB handover device in a small cell system. With the inter-MeNB handover method and device in a small cell system provided by the present disclosure, unnecessary deletion and re-establishment of the bearers at the SeNB for the UE may be reduced. False bearer deletion may be avoided and data forwarding may be reduced. Furthermore, the SeNB may be maintained according to network deployment and SGW re-selection may be supported. Therefore, system capacity and transmission speed of the data may be improved.

A communication control method is disclosed, including: connecting, by a small cell by using a built-in soft SIM card or an inserted SIM card, to a Uu air interface of a macro cell to access the macro cell; after receiving a broadcast synchronization signal of the macro cell, synchronizing, by the small cell, with the macro cell, and acquiring configuration information of the macro cell; and performing, by the small cell, system configuration for the small cell according to the configuration information of the macro cell. A SIM card is added to the small cell, so that the small cell can access a macro cell in a terminal form, which is equivalent to addition of a Uu air interface between the small cell and the macro cell. Therefore, configuration management, performance optimization, admissible subscriber configuration, and the like are implemented for the small cell by using this air interface.

The IMS may determine routing information for the emergency call and either return the routing information to the OTT service provider to enable the OTT service provider to route the emergency call to a public safety answering point (PSAP) or may route the emergency call itself to the PSAP. The call request routed by the IMS or by the OTT service provider may include a reference identifier that may enable the PSAP to obtain a location for the UE from the IMS.
