A permanent below-ground flood barrier installation is characterized by a trench surrounding a specified area. A concrete ballast lines the trench and anchors a covered housing containing a flexible water impermeable fabric wall and a series of supports. When a flood is impending the housing is opened, the supports removed and set up vertically at ground level, and the fabric wall extended upward. The fabric wall is attached at its upper edge to the cover set atop the supports, and at its lower edge to the housing. Three point anchoring of the supports maintain them in vertical orientation and stop means prevent backward movement during storm surges. When flooding subsides the components can be cleaned, dried and returned to the housing. No tools or special skills are required to set up the wall and supports once the initial installation has been completed.

A method facilitates autonomous and continuous monitoring of hazardous conditions such as wildfires, building fires, hurricanes, earthquakes, burglaries, etc. The method detects and assesses multiple parameters associated with hazardous conditions through an autonomous monitoring system (AMS) that comprises multiple autonomous monitoring devices (AMDs) installed in field. Through cameras and sensors, each AMD acquires inputs/measurements in various formats and identifies any hazardous condition thereof. With solar panels installed, each AMD can continuously monitor an environment without being dependent on a power grid. Both the AMS and AMD units use AI technologies in detecting and identifying hazardous conditions. Once a hazardous condition is identified, an AMD sends information to the AMS to verify. If confirmed, the method sends alarms to both emergency responders/authorities and any entity corresponding to the AMD for immediate action. Thus, the method provides efficient and effective monitoring for hazardous conditions to save lives and minimize damages.

The upper portion of each of said rods are bent inwards and are also encased in the single pour of concrete for strengthening a ceiling portion of the shelter. A door, in-wall conduits, vent orifices and attached benches may also be provided.
