The invention is an immersion system for decontamination of ship outer surfaces while a ship is located in a lock structure. The lock structure is modified with an inflatable bladder and shortened containment gates. When the ship enters or exits the lock structure, the inflatable bladder is deflated before opening the containment gates. When the inflatable bladder is deflated, a lower treated fluid layer sinks and water adjacent to the lock structure enters the lock through wall ports to create an upper fluid layer on which the ship enters. When the ship is located in the lock structure and the containment gates are closed, the inflatable bladder is inflated. When the inflatable bladder is inflated, the lower treated fluid layer rises and surrounds the ship surface to kill invasive aquatic species.

The apparatus includes a piling mounting bracket assembly (101), a turnbuckle (100), and a positioning indicator assembly (103). It provides the piling-mounted boat lift with an omni-structure that changes the inherent frequency of the assembly. The turnbuckle is designed to mitigate lateral or non-axial loads. An associated bracket assembly enables the apparatus to support the weight of the lift platform. The apparatus automatically engages one side of the lift that has no operator access. It exhibits increased rigidity and is adjustable to remove motion of the lift during high-wind events.

A construction method for reconstructing and expanding a ship lock in suit is provided. A flood gate in an upper lock head section of a constructed ship lock is used as a water-retaining cofferdam during a construction period. A remaining part of the constructed ship lock is cut off downstream from a target cutting surface located in a lock chamber section of the constructed ship lock, and a new ship lock is constructed downstream. A bank-side pier structure between the upper lock head section of the constructed ship lock and the new ship lock is cut to a first preset elevation, and two water-retaining and seepage control lines are added, and a cutoff buttress is constructed. An upper navigation wall section of the constructed ship lock and the upper lock head section of the constructed ship lock are reconstructed, and another water-retaining and seepage control line is added.
