The device comprises a water container which is respectively provided with a water inlet and a water outlet; at least one pair of a cathode and an anode are arranged within the water container; a water-permeable porous membrane is clamped between the coupled cathode and anode with no gaps, and the area of the inside of the water-permeable porous membrane opposite the cathode or the anode is smaller than the area of the inside of the cathode or the anode opposite the water-permeable porous membrane. The device can generate washing water which contains a large a number of ultra-micro bubbles and strong oxidation factors and has excellent reducibility.

Disclosed are a method, a device, and/or system of effective and/or safe ozonation of water in a tank through evolved gas control. In one embodiment, a system for effective ozonation of water includes an ozone generator for producing ozone partially in the form of ozone gas, and a disperser. The disperser is configured to receive ozone gas from the ozone generator rising through the water as ozone bubbles disperse the ozone bubbles within the water. The disperser increases a contact time of the ozone and/or distributes dissolution of the ozone in the water. The disperser may include one or more bubble paths guiding the ozone bubbles. The ozone generator may be an electrolytic ozone unit. An electrode may include a proton exchange membrane electrically coupling an anode and a cathode of an electrode, where hydrogen gas generated at the cathode may be vented and/or conveyed to a catalytic decomposition unit.

Organo clay and activated carbon are mixed to form a particle mixture. The particle mixture is contacted with waste water having chlorides and other contaminants, such as organic materials, heavy metals, chlorides, and low level radio nuclei in solution. Acids, oxidizing chemicals, and compressed air are added to pretreat and to treat the waste water. The mixture is filtered with catalytic activated carbon filters to remove the remaining contaminants. The filters produce a clean chloride solution that is discharged or is subjected to a finishing process to produce a marketable chloride product.
