The cooling and ventilation device (10) comprises: a housing (100), a ventilation assembly (200), a heat conduction frame (300) and a cooling assembly (400). Two ends of the housing (100) are respectively provided with an air inlet (110) and an air outlet (120). The ventilation assembly (200) is arranged at the position of the air inlet (110), and is used for bringing air into the housing (100). The heat conduction frame (300) is arranged within the housing (100). The cooling assembly (400) comprises semiconductor cooling plates (410) and heat conduction film layers (420), the semiconductor cooling plates (410) being arranged on the heat conduction frame (300), the heat conduction film layers (420) being attached to the side surfaces of the semiconductor cooling plates (410) away from the heat conduction frame (300). When the semiconductor cooling plates (410) are turned on, the sides of the semiconductor cooling plates (410) connected to the heat conduction film layers (420) are cooling ends, and heat in the air entering from the external environment can be absorbed by the heat conduction frame (300) in a rapid and timely manner. Thus, a cooling operation is performed on the air entering from the external environment in a rapid and timely manner, thereby ensuring that an airflow discharged from the air outlet (120) is a cold airflow.

A solar adiabatic cooling vest. The cooling vest utilizes adiabatic evaporation to cool hot, dry air. Hot outside humid air is drawn by an exhaust fan through an air inlet over large particles of salt to lower the air humidity before passing through a wetted wick material. Heat in the air evaporates water in the wetted wick material, thus causing the air leaving the wick material to be saturated and at a lower temperature than the incoming air. The saturated air passes through a salt filter to lower the air's relative humidity. After exiting the salt filter, the cooled, drier air passes through an air filter to further lower its humidity and remove any salt particles from the air. The cooled air is then distributed through flexible outlet cooling tubes to a person's body, room, or enclosed space.

The cooling vest may include a plurality of tubing arranged within the four-way stretch fabric used for the vest. Coolant flows through this tubing, which is arranged so that it contacts a user's skin while the user is wearing the vest. The composition and arrangement of the tubing can be matched with the type of fabric so that both the tubing and the fabric stretch in similar ways, ensuring that the tubing stays in contact with the user's skin. Also disclosed is a cartridge with a phase change material that is configured to refresh or recharge the cooling ability of the coolant when the coolant is passed through the phase change material.

As air passes over the top opening internal channel the internal air pressure within the evaporative column is reduced causing evaporated moisture from a user's skin to be drawn up the internal channel and away from the skin resulting in improved evaporation of moisture and a reduction in the core body temperature of a user.

As such, air ducts are formed between the second sidewall and the first sidewall, the third sidewall, the guiding elements, the bending portions, respectively, and air vents are formed in junctions of the guiding elements with the bending portions and the third sidewall, thereby forming circulating air in the air ducts and vents to effectively improve the temperature regulating efficiency of an air-conditioning device.
