The outer pipe includes a rod receiving slot extending circumferentially and radially through a predetermined portion of the outer pipe. A minor or inner pipe is concentrically and integrally joined to, and extends perpendicularly from the flange such that the inner pipe is concentrically disposed inside the outer pipe. A latch is mounted on the outer pipe and is and is movable between a latched position and a fully unlatched position. A securing rod is pivotally connected to the outer pipe and is operatively associated with the latch subassembly so as to be movable from a secured position to a released position. When the latch subassembly is in the fully unlatched position, the rod is in the released position, and when the latch subassembly is in the latched position, the rod is in the secured position to detachably secure the position of a drain tile upon the inner pipe.
