A toner conveying device includes a toner conveying passage through which toner is conveyed, a conveying screw, and a brush member. The conveying screw includes a rotary shaft rotatably arranged inside the toner conveying passage and a helical blade formed on the outer circumferential face of the rotary shaft. The brush member has a number of brush bristles that swing while in contact with the outer circumferential face of the conveying screw and that are planted at a predetermined interval along the axial direction of the conveying screw. On the brush member, the blush bristles planted at one place are composed of one to three fibers, and the blush bristles are planted parallel to each other at a predetermined interval of 0.5- to 3 mm.

Provided are an image bearing member; a charging member that charges the image bearing member; an exposure unit that exposes the image bearing member; a developing unit that develops an electrostatic latent image as a developer image by supplying a developer, charged to regular polarity, to the image bearing member; a transfer member that transfers the developer image to a transfer-receiving body; and a collecting member that collects a deposit on the image bearing member downstream of a transfer portion of the image bearing member at which the developer image is transferred to the transfer-receiving body by the transfer member, and upstream of a charging portion of the image bearing member charged by the charging member, in a rotation direction of the image bearing member. After transfer of the developer image to the transfer-receiving body, the developer remaining on the image bearing member is collected by the developing unit.

A driving unit is controlled so that a driving state where an image bearing member is driven with a first potential difference formed between a brush member and the image bearing member at a contact portion where the image bearing member is in contact with the brush member transitions to a stopped state where the image bearing member stops being driven with a second potential difference formed, the second potential difference having an absolute value less than that of the first potential difference.

An image forming apparatus includes an image bearing member, a charging member, a development member, a transfer member, a charging voltage application unit, a development voltage application unit, and a control unit. The development member collects toner that remains on a surface of the image bearing member after a toner image is transferred from the image bearing member surface to transfer material. The control unit controls application of a development voltage to apply, to the development member in a cleaning operation, a development voltage having a polarity that is opposite to a normal polarity, and controls application of a charging voltage to apply, to the charging member, a charging voltage having the normal polarity such that a potential difference formed at a charging portion between the applied charging voltage and a surface potential formed at the image bearing member surface is lower than or equal to a discharge start voltage.
