The sensor can sense a presence of a user, which is communicated to the control board to cause the actuator to be driven from the first position to the second position to contact the tube assembly to dispense fluid in the tube assembly to the user.

The placement of the dispensers can be made in accordance with local codes or in accordance with the Americans with Disability Act, to provide users with hand sanitizing fluid. The fluid is placed in the outer container by using fluid modules comprising bag-in-box (BIB) modules that are, when inserted, in fluid communication with the reservoir, filling the reservoir upon insertion. The module can be readily replaced when empty, while leaving the reservoir of the container filled for use while the module is being replaced.
