The processor also executes the at least one instruction to register card information of a card corresponding to the information about the caller when the card information is not registered corresponding to the information about the caller. The card information is obtained based on a first card tagging of the caller who boards the vehicle at the departure point.

The request information includes a desired sound condition that the first user wishes to be realized in the sound space in the vehicle. The determiner makes a determination, based on the status information and the request information, as to whether to allow the first user to board the vehicle. The vehicle dispatching instructor dispatches the vehicle based on a result of the determination made by the determiner.
