The present invention relates generally to the field of vehicle safety and monitoring systems. More specifically, the present invention relates to a cloud-based vehicle surveillance system for personal and commercial vehicles. The cloud-based vehicle surveillance system is comprised of a plurality of video cameras that may be mounted inside or outside of a vehicle, or on roadside objects such as light poles, bridges, medians, etc. Further, video, photograph, and audio content recorded by the cameras can be uploaded to a cloud based server to enable individuals, insurance companies, police departments and the like to access the uploaded data for monitoring driving practices of drivers to increase/decrease insurance premiums, issue tickets/citations, etc.

A method of vehicle detection is provided. The method comprises receiving an image from a traffic camera, wherein the image contains vehicle traffic flow. A number of regions in the image that exceed a predetermined number of candelas are identified and masked. Contrast edges are added around the masked regions in the image. One or more vehicles are detected in the image based on the contrast edges.

The radar modules may be further programmed to detect signals associated with target vehicles and generate signals indicative of vehicle characteristics, such as vehicle velocity. The radar modules may be programmed to operate in connection with an alarm module to generate alert condition signals in response to assessing the target vehicles detected in the radar detection area. The system can then communicate appropriate alert event notifications in response to the generated alert condition signals.

The central computer also provides a user interface where an authorized user, which would normally include an authorized governmental entity, can view the video stream and unilaterally interrupt the normally displayed image (or series of images) with an emergency notification message that would display on the digital sign.
