In response to detecting a purchase of a first product by a user, a computer system determines a category of the first product. In response to determining the category of the first product, the computer system determines a blackout time period for the user based on a maximum revenue impact amount corresponding to the blackout time period, a probability that the first product will be repurchased, and a probability that the first product is purchased after an impression is viewed, and wherein the blackout time period corresponds to a time period where one or more impressions of at least the first product purchased by the user are not transmitted for display to the user. In response to determining the blackout time period for the user, the computer system causes the blackout time period to be applied to the user.

Social interaction-based policies are provided to a digital content owner and are applied to uploaded content matching digital content owned by the digital content owner. Social interaction-based policies enable the content owner to obtain various benefits to the content owned by the content owner within a video hosting site and outside the video hosting site. The benefits include using content owner's successful digital content to drive traffic or subscriptions to content owner's social interaction platforms and increase engagement with viewers of the digital content within and outside the video hosting site. Technologies for providing targeted offers including an offer platform server, multiple buyer devices and multiple seller devices. Each buyer device and seller device installs a web browser extension that communicates with the offer platform server. Seller devices create offers with the offer platform server. Each offer is associated with an offered product listed on a marketplace server and an offer value, and may include dynamic offer parameters. Buyer devices monitor user interactions with the marketplace server and communicate interaction data with the offer platform server. The offer platform server identifies matching offers and sends those offers to the buyer devices. The browser extension of the buyer device presents those offers to the user, for example by highlighting products or displaying products that are not in the search results. An example method comprises receiving, from one or more consumers, at least one consumer request for at least one of one or more requested promotions or one or more requested providers, generating an aggregated list of the at least one of the one or more requested promotions or the one or more requested providers, ranking the aggregated list of the at least one consumer request, and causing one or more ranked lists to be distributed to at least one sales resource.
