Content of the sum of the silicone oil and the ionic liquid with respect to the water is 2 parts by weight or more and less than 10 parts by weight. Content of the silicone oil with respect to the weight of the water is more than 0.5 parts by weight and 9.5 parts by weight or less. Content of the ionic liquid with respect to the weight of the water is 0.2 parts by weight or more and 5.0 parts by weight or less.
