A method and system for transferring access to cellular services from a postpaid subscriber account to a prepaid subscriber account are disclosed. A central postpaid system receives a request to transfer cellular services from the postpaid subscriber account to the prepaid subscriber account. The cellular services are transferred to a central prepaid system for the prepaid subscriber account. The amount of the transferred cellular services is deducted from the postpaid subscriber account stored in the central postpaid system. A monetary amount from the prepaid subscriber account is credited to the postpaid subscriber account for the transferred amount of cellular services.

A policy counter status of the set of policy counter statuses is determined. The policy counter status has changed as determined by the charging node. A response to the request is sent and includes the policy counter status that has changed.

The time-based token is further generated based on an identifier of the meter. The headend system transmits the time-based token to the meter via at least a mesh network. After receiving the time-based token, the meter validates the time-based token to determine that the time-based token is generated for the meter based on information related to the identifier of the meter. If the meter determines that the time-based token is valid, the meter connects premises associated with the meter to a resource distribution network for at least the time duration specified in the time-based token.
