Exemplary cationic modifier includes bis(2-hydroxyethyl)dimethylammonium chloride (BHDAC). Medical articles herein either have inherent antimicrobial and/or anti-fouling characteristics or can easily bond anionic active agents to provide desirable material properties, including antimicrobial and anti-fouling.
